| How could I have missed this local story?

I just don't see it. If it is proven to be authentic, then maybe Our Lady of the Smeared Glass can be named patron saint of Windex.
At first, I didn't see it either. So I was mystified by all the fuss.
But now, in the picture of the window posted on this blog, I can see the figure of a standing female, dressed in "biblical" style. And it's not all that blurry.
One of those strange figure-ground things, maybe? Or seeing shapes in clouds.
She stands with her left side nearly against the right side of the window. The top of her head, covered with what may be a veil, is near the top of the window. She is turned a little to her right, our left. Her feet are covered by her dress (or whatever one calls that biblical-looking sort of woman's swathing), just above the bottom.
Her figure, taken as a whole, is not centered left-right. It is a little to the right of center. The left edge of the figure is maybe a quarter of the way across from the left edge of the window to the right.
Very odd.
I don't know that I'd call the Vatican to report a miracle. But it's certainly striking and odd.
Taken that way - as a kind of exceptional cloud-shape - there's nothing weird or strange about believing Catholics wanting to go look at it.
And surely that would not be an inappropriate time or place to pray aloud, individually or in organized group prayer.
