It's either a way of ensuring that he gets power no matter what happens in two weeks (if Bush wins, he's First Lady in Jan, 2009 and if Kerry wins, he's secretary general in 2006), or a way of sabotaging Kerry's run so 2008 is open. Or a little of both.
Terrific... this is all we need!
1. Clinton couldn't get much done when he was president -- what harm could he do at the U.N.?
2. An American won't be the general secretary for the same reason an American won't be pope -- because we're already the lone superpower.

1. There won't be any Republicans on the Security Council to foul up his agenda.
and
2. Slick Willie can do it if any American can. Still, you're probably right which means this is either a false report or else Clinton is trying to hurt Kerry (a lot of people won't look kindly on the idea of Secretary-General Clinton) so he'll have a chance at being First Lady in 2008.
hahaha!! Hilarious title... yet disturbing at the sametime!!
Clinton and the UN deserve each other. Actually, I think Clinton would probably raise the moral tone there.
Another perfectly good reason for us to leave the UN.
