Dean Stockwell playing Al the lecherous hologram on Quantum Leap. If my memory doesn't fail me, he was made up like that to scare a scrooge who for some reason could see him (normally only the show's protagonist can).
As for who the guy on the right is, I have no clue. ;-)

If I read TPFKAAC's comments correctly, he doesn't know who the picture on the right is. F.Y.I.-It's Jack Nicholson in his role as the villian "The Joker" from the 1989 movie "Batman".
