In fact the 1983 CIC is stronger in language than previous legislation in encouraging (but not requiring) daily celebration of Mass by priests. Under prior legislation many canonists held that a priest fulfilled his legal obligation if he celebrated Mass once a month or some said even quarterly. It is said that Richilieu celebrated Mass twice a year.
What I find interesting is how popular pious practice – many pious priests desiring to celebrate daily – can create this kind of expectation.

Bishop Arthur Tafoya, Retired Bishop of Pueblo, CO, in a meeting the evening before my ordination told me a number of things: 1) Celebrate Mass Daily–it is part of your identity. 2) always wear clerics when not on vacation. 3) concelebrate every Mass you attend, if at all possible. 4) never allow a layman to call you by your first name without the title “Father.” 5) always refer to those in orders by their ecclesial title (Deacon, or Father, or Bishop, etc.). I have held to these as commands and under strict obedience since that night.
